IACS Council Advances Safe Decarbonization, Digitalization, And Governance Frameworks

The 91st meeting of the International Association of Classification Societies (IACS) Council, held in Beijing, showcased significant progress in decarbonization, digital transformation, and enhanced industry collaboration.

Hosted by China Classification Society, the C91 gathering brought together senior representatives from all 12 IACS members, focusing on technical leadership, regulatory alignment, and forward-looking governance.

Driving Safe Decarbonization Through Technical Guidance

Three years after launching its Safe Decarbonization Panel, IACS has expanded its technical instruments to include ammonia, methanol, hydrogen, batteries, and carbon capture systems. It is also working closely with flag States on critical safety assessments like Gas Dispersion Analysis under the IGF Code.

C91 also acknowledged IACS’ preliminary work on nuclear technology integration, reflecting its technology-neutral stance in supporting both new builds and retrofitted vessels.

Accelerating Safe Digital Transformation

The Safe Digital Transformation Panel, established in January 2024, has made rapid strides in clarifying IACS’ role in cyber systems, marine autonomous surface ships (MASS), and digital infrastructure.

New IACS Resolutions cover:

  • Cybersecurity controls for existing vessels

  • Classification of computer-based systems

  • 3D model data format protocols

  • Asset inventory for ship systems

  • MASS risk assessments and connectivity standards

These insights were presented at IMO FAL49, reinforcing IACS’ technical support for global maritime digitalization.

Strengthening Common Structural Rules (CSR) via Industry Collaboration

Council reviewed feedback from its ongoing industry consultation on revising the Common Structural Rules. IACS emphasized that any revisions must match or exceed current safety levels.

The Council noted that the timetable for adoption of revised CSR is now indicative, pending consequence assessments across a representative sample of oil tankers and bulk carriers, and further industry input.

Governance Enhancements: ESG and IQARB

C91 initiated the integration of Environmental, Social, and Governance (ESG) principles into IACS governance. These will be aligned with IACS’ core mission of safety and environmental protection, ensuring the association’s activities uphold modern sustainability standards.

Additionally, IACS adopted a framework for structured engagement with the International Quality Assessment Review Body (IQARB), affirming its support for IQARB’s independent role and recognition by IMO and flag States.

Continued Industry Leadership and Collaboration

C91 highlighted ongoing collaboration with global industry stakeholders. IACS’ joint work includes:

  • Partnering with CIMAC and BIMCO on digital and fuel data regulations

  • Active participation in Joint Industry Working Groups on issues ranging from anchoring equipment to underwater radiated noise

Reflecting on the breadth of discussions, IACS Council Chair Roberto Cazzulo praised the association’s technical leadership and collaborative spirit, noting that the council’s work demonstrates IACS’ commitment to shaping a safer, smarter, and more sustainable maritime future.

The next IACS Council meeting will continue these deliberations as part of its biannual leadership cycle.
