In a significant step toward enhancing global maritime and port efficiency, the International Harbour Masters Association (IHMA) and the United Nations Conference on Trade and Development (UNCTAD), through its TrainForTrade Programme, have formalized their partnership by signing a memorandum of understanding (MoU). This collaboration underscores a shared vision to support capacity building, knowledge exchange, and sustainable development in the maritime sector.
MoU Launched During Dual Ceremonies in the UK and Ireland
The MoU was officially presented on two occasions in May 2025: first on 22 May during the inaugural IHMA Seminar “Beyond Convention: Innovation through Diversification” in Belfast, and subsequently on 26 May in Dublin during the TrainForTrade Port Management Events hosted by Dublin Port Company, in partnership with Port of Cork Company, Belfast Harbour, and Shannon Foynes Port Company.
Shared Goals for a Resilient and Sustainable Port Sector
Through this agreement, IHMA and UNCTAD commit to a series of strategic initiatives, including:
- Facilitating the sharing of best practices and operational expertise in port management.
- Supporting TrainForTrade’s capacity-building efforts and Port Management Programme.
- Organizing joint activities such as seminars, workshops, and digital simulations.
- Collaborating on the creation of training content to address new and emerging maritime challenges.
Strengthening Port Communities Globally
Mark Assaf, Chief of UNCTAD’s TrainForTrade Human Resources Development Section, highlighted the importance of this alliance:
“Formalising this partnership with the IHMA is a timely and important step. With ports facing increasing demands to reinforce their roles in global supply chains and sustainable trade, IHMA’s global network and expertise are incredibly valuable.”
Paul O’Regan, President of IHMA, also emphasized the long-term benefits:

Joint Activities and Training Integration
The partnership will begin with shared participation in capacity building missions and educational workshops. IHMA will also contribute its operational insights to the enhancement of TrainForTrade’s digital tools and Port Management training materials.
The UNCTAD TrainForTrade Port Management Programme aims to bolster port efficiency in developing economies by connecting public, private, and international stakeholders. Active in over 40 countries, it facilitates knowledge sharing, talent development, and improved operational management across port communities.
The International Harbour Masters Association (IHMA) is a global organization of more than 200 Harbour Masters and maritime professionals from over 50 countries. It serves as a platform for exchanging technical knowledge, promoting best practices, and advancing professional growth within the maritime industry.
