The International Maritime Organisation (IMO) and the European Union (EU) have teamed up to kick off Safe Horizons, a groundbreaking initiative aimed at creating a zero-tolerance policy for violence and harassment in the global maritime industry. This project is all about tackling issues like bullying, sexual harassment, sexual assault, and other forms of abuse that can occur at sea. It’s in line with the IMO’s commitment to ensuring safe working environments and complements the labour standards set by the International Labour Organisation (ILO), reports IMO.

Building Foundations for Prevention and Response

Safe Horizons is envisioned as a foundational or seed project that will help the maritime sector develop long-lasting strategies to prevent and address all types of harassment and violence on ships. Instead of focusing on compliance or assessments, it emphasises capacity-building and sharing experiences, providing practical support to Member States and industry stakeholders.

Project Objectives

  1. Promoting a Zero-Tolerance Culture: The goal of this project is to change the industry’s mindset to completely reject violence and harassment, fostering safer and more inclusive environments for all seafarers.
  2. Strengthening Regulatory Frameworks: Safe Horizons will assist national efforts, when requested by Member States, to enhance policies and frameworks regarding conduct on board, ensuring they align with existing national regulations.
  3. Improving Training and Awareness: This initiative aims to boost training resources, equipping maritime personnel to better identify, prevent, and respond to incidents. Updated materials from the IMO and sharing of best practices are key components of this effort.

Financial Support and Global Implementation

The global project is being rolled out by the IMO with financial support from the EU, which has pledged 2 million euros to help develop and implement Safe Horizons. The initiative involves direct collaboration with target countries to enhance capacity and promote safe, respectful working conditions throughout the maritime sector.
