IMO Confirms Deposit by Panama on Ship Recycling

In order to improve measures to protect the marine environment, Panama deposited the instrument of accession to the Hong Kong International Convention for safe and environmentally sound recycling of ships, 2009, of the International Maritime Organization (IMO) in London, England.  

Citing the letter dated September 19, the receipt of the deposit by the Government of the Republic of Panama has been confirmed by the Secretary General of the IMO.  The main focus has been on the prevention, reduction and elimination of accidents, injuries as well as other undesirable effects.  Its aim is also to enhance the safety and protection of human health and the environment throughout the lifespan of a ship.

The Hong Kong Convention for Safe and Environmentally Sound Ship Recycling 2009, was adopted on May 15, 2009, under the auspices of IMO and will enter into force 24 months after the date on which the conditions are met, that at least 15 States have either signed without reservation as ratification, acceptance or approval or have deposited the requisite instrument of ratification, acceptance, approval or accession.

This Convention aims at covering the following aspects:

  • Design, construction, operation and preparation of ships to facilitate safe and environmentally sound recycling.
  • Uncompromising safety and operational efficiency of ships.
  • The operation of facilities of ship recycling safety conditions and environmental protection.
  • Operational facilities’ purpose is to establish a mechanism for ship recycling, incorporating certification and relevant information exchange requirements on recycling authorizations.

The Minister of Maritime Affairs and Administrator of the Panama Maritime Authority (AMP) Jorge Barakat Pitty, recognizes that adherence to the agreement is part of the great cooperative effort and application of standards of transparency that the country is making to adopt measures for the protection and safety of the marine environment, in addition to supporting the activities of the IMO and maintain a comprehensive and proper implementation of the instruments adopted by the Organization.
