The International Maritime Organization (IMO) conducted an advanced training session for Port State Control Officers (PSCOs) in Anjouan, Comoros, to strengthen maritime safety, security, and environmental compliance across the Eastern and Southern Africa and Indian Ocean (EA-SA-IO) region.
Empowering Regional Maritime Officers
A total of 16 PSCOs participated in the session — 12 from the Comoros Maritime Agency (ANAM) and 4 from Madagascar’s APMF. The training featured a blend of classroom lessons, practical case studies, and live inspection simulations aboard a vessel at the Port of Mutsamudu.
Officers shared expertise and inspection techniques, reinforcing regional cooperation and knowledge exchange between Comoros and Madagascar.
Training Objectives
The training aimed to:
-
Equip PSCOs with the skills needed for effective inspection of foreign-flagged ships under international regulations.
-
Strengthen port safety, environmental standards, and maritime security.
-
Ensure compliance with IMO instruments and bolster Port State Control capabilities in the region.
Part of a Broader Maritime Security Initiative
This session forms part of the EU-funded Port Security Project, jointly implemented by IMO, INTERPOL, and UNODC, to enhance maritime security and governance in the EA-SA-IO regions.
The initiative supports capacity-building efforts that ensure safer, more secure port operations across vulnerable coastal nations.
