The International Maritime Organisation (IMO) has recently adopted Resolution MEPC.405(83), which updates the 2023 Guidelines for creating an Inventory of Hazardous Materials. These updates specifically clarify the threshold values for Cybutryne found in anti-fouling system samples, whether those samples originate from wet paint containers or are directly taken from the ship’s hull, reports LR.
Revised Threshold for Cybutryne in Anti-Fouling Systems
With this new resolution, Appendix 6 (Form of Material Declaration) has been revised. The previous threshold of 1000 mg/kg for Cybutryne in anti-fouling systems has now been lowered to 200 mg/kg. This new limit is in line with Appendix I of the 2022 Guidelines for surveying and certifying anti-fouling systems on ships, as detailed in Resolution MEPC.358(78).
Requirements for Ships Holding Existing IHM Manuals
For ships that already have an Inventory of Hazardous Materials (IHM) Manual Part I, here’s what you need to know:
- Those in charge of IHM maintenance must ensure that Material Declarations (MD) created on or after June 26, 2025 (for new coatings) meet the new format outlined in MEPC.405(83).
- LR surveyors will check that MDs prepared on or after this date comply with the updated format according to MEPC.405(83).
Compliance Obligations for New Ships
For newly built ships, the following requirements are in place: Shipyards and suppliers must create Material Declarations using the new format established in MEPC.405(83). These updates are designed to promote consistent compliance and better management of hazardous materials used in shipbuilding and maintenance.
