IMO’s Facilitation Convention Marks 60 Years Of Transforming Maritime Trade

The International Maritime Organization’s (IMO) Facilitation Convention (FAL Convention), first adopted in 1965, continues to revolutionize global shipping by streamlining maritime traffic and embracing digitalization. As the convention celebrates 60 years, industry leaders gathered on March 10 to discuss its impact and future direction.

Advancing Digitalization in Maritime Trade

The FAL Convention was designed to simplify port entry procedures by standardizing the required documentation. With the latest 2024 amendments, the convention now mandates the use of Maritime Single Windows (MSW)—centralized digital platforms for communication between ships, ports, and authorities. This shift aims to enhance efficiency, reduce paperwork, and accelerate shipping operations.

Experts at the event, including Lars Kjaer from the World Shipping Council, emphasized the need for greater awareness of the convention’s role in maritime trade facilitation. Meanwhile, Patrick Verhoeven of the International Association of Ports and Harbours (IAPH) highlighted the importance of cybersecurity in the digital transition, given the growing geopolitical instability.

Impact on Seafarers and Industry Collaboration

Deck Officer Scarlett Barnett-Smith shared a seafarer’s perspective, stressing the importance of reducing administrative burdens onboard. She noted that digital tools should support core duties rather than add complexity. Additionally, she highlighted the need for mental health support and greater inclusion of women in maritime roles, as women make up less than 2% of seafarers worldwide.

Panelists also discussed the importance of public-private partnerships in fostering trust between governments and industry stakeholders. Collaboration and awareness were identified as key to ensuring smooth implementation of the convention’s digital reforms.

The 60-year legacy of the FAL Convention reflects its pivotal role in modernizing maritime trade. With continued emphasis on digitalization, cybersecurity, and seafarer well-being, the convention remains crucial in shaping the future of global shipping.
