The International Maritime Rescue Federation (IMRF), in collaboration with Lloyd’s Register Foundation, has announced the launch of the first-ever Global Maritime Search and Rescue (SAR) Systems Review, a landmark initiative to evaluate and enhance the resilience of SAR systems worldwide.
Aims of the Global Review
This strategic initiative will conduct a comprehensive assessment of current SAR capabilities at local, national, and international levels. The review will identify critical capability gaps, assess emerging risks, and deliver long-term, evidence-based recommendations to strengthen global SAR operations in the face of growing maritime complexity.
The initiative also aims to address key questions, such as:

How SAR systems can adapt to climate change, geopolitical instability, and economic pressures

What regional disparities exist in SAR capacity

What future opportunities and challenges may shape SAR over the next 10 to 20 years
Stakeholder Engagement
The review will involve a diverse group of stakeholders from across the maritime sector, including:

Academics and industry suppliers

Through global collaboration, the IMRF and Lloyd’s Register Foundation aim to build a more equitable, data-driven, and resilient SAR ecosystem.
Building on Past Collaboration
This review is the latest in a series of collaborations between the IMRF and Lloyd’s Register Foundation, including the #FutureSAR initiative—focused on adapting SAR to climate change—and #SaferSAR, a feasibility study to promote data sharing and best practices in the SAR community.
As maritime risks evolve, the Global Maritime SAR Systems Review marks a critical step forward in ensuring that search and rescue services remain effective, inclusive, and forward-looking, safeguarding lives and maritime safety worldwide.
