CAT 4 Incident:Occurred at anchorage in Kakinada Port, India, on January 24th, 2024.

Attempted Incident:Took place at anchorage in Chattogram Port, Bangladesh, on January 14th, 2024.

Area Of Concern

Update On Threat Levels

The Philippine Government’s efforts in Zamboanga, Sulu, and Tawi-Tawi have led to the dismantling of the support base and neutralizing of the Abu Sayyaf Group (ASG) in the Sulu archipelago. Consequently, the threat level of ‘Abduction of Crew for ransom in the Sulu-Celebes Seas’ has been downgraded from ‘MODERATE’ to ‘MODERATE LOW’ by the Philippine Coast Guard (PCG).

ReCAAP ISC Advisory Update

In light of the revised threat assessment, ReCAAP ISC advises ships to exercise vigilance and adopt necessary preventive measures while transiting the Sulu-Celebes Seas area. Ship masters and crew are encouraged to report all incidents immediately to the Operation Centres of the Philippines and Eastern Sabah Security Command (ESSCOM) of Malaysia.

Recommendations

Ship masters and crew should report all incidents of piracy and armed robbery against ships to the nearest coastal State RCC and flag State. Additionally, they should exercise vigilance and adopt appropriate preventive measures as outlined in the Regional Guide 2 to Counter Piracy and Armed Robbery against Ships in Asia.
