Between September 1st and November 30th, 2024, the Tokyo MOU (Memorandum of Understanding on Port State Control in the Asia-Pacific Region), in collaboration with the Paris MOU, conducted a Concentrated Inspection Campaign (CIC), reports the Tokyo MoU.
Inspection Campaign
The Tokyo MOU member countries, who follow the MLC, 2006, conducted a focused inspection campaign.
Scope and Numbers:
- Over 8,000 ships of all types were inspected.
- Over 6,500 of these inspections used a specific questionnaire related to the campaign.
- Each ship was only inspected once using this campaign questionnaire.
Detention Results:
- Nearly 300 ships were detained overall (about 3.65% of those inspected).
- Specifically, 20 of those detentions were directly due to problems found with crew pay and employment contracts, as outlined in the MLC, 2006 (only 0.3% of the ships using the questionnaire, or 7% of all detentions).
Common Problems Found:
- A frequent issue was ships not having signed employment agreements for their crew.
- Many crew members couldn’t easily find information about their work conditions.
Flag State Details:
- Ships from 84 different countries were inspected.
- The most inspections were on ships registered in:
- Panama
- Liberia
- Marshall Islands
- Ships from Panama, Liberia, Mongolia, and Gambia were detained more than once due to problems related to this campaign.
