INTERTANKO Council Backs Single Global Decarbonization Framework

The INTERTANKO Council has reaffirmed its strong support for establishing a single global regulatory framework to guide greenhouse-gas reduction efforts across the shipping industry. Meeting shortly after the IMO’s recent Extraordinary Session adjourned without agreement, the Council stressed that a unified global system is essential to avoid fragmented regional measures that could complicate compliance and hinder progress.

Focus on practical transitional pathways

Council members emphasized that decarbonization must remain achievable and commercially viable for operators. They highlighted the importance of recognising a wide range of transitional solutions, including efficiency upgrades, wind-assisted technologies, operational improvements, alternative fuels, and emerging options such as carbon capture. A flexible framework, they noted, would allow different segments of the tanker industry to adopt the measures that best fit their fleet and trade patterns.

INTERTANKO reiterated that its members remain fully committed to meeting the IMO’s decarbonization ambitions. The organization stressed the need for a regulatory structure that is effective, fair, and built around the principle that those contributing to emissions should pay for their impact. Council representatives also noted that regulatory clarity would support long-term investment decisions and encourage wider adoption of low-carbon technologies.

Working group to deliver industry data

To support upcoming IMO discussions, INTERTANKO will establish a working group composed of member companies. This group will collect operational and technical data on various decarbonization pathways, providing evidence of their environmental performance and economic feasibility. The findings aim to guide the IMO toward a global system that is both ambitious and practical.

With regulatory uncertainty persisting following the latest IMO session, INTERTANKO’s push for a unified framework has gained renewed urgency. The Council believes that aligning all operators under a consistent global approach is the most effective way to accelerate emissions reduction across the tanker sector. The organization expects its data-driven contributions to play a critical role as the IMO continues to shape the next phase of maritime climate regulation
