Italian Coast Guard Detains High-Risk Bulk Carrier in Naples

The Italian Coast Guard in the port of Naples detained a Belize-flagged bulk carrier on September 22 following an extensive inspection that uncovered a multitude of serious hygiene and operational issues. The vessel, which was transporting grains, had already been classified as high-risk for navigation safety by the Paris Memorandum of Understanding (Paris MOU).

Detained Vessel Deficiencies

The inspection revealed widespread deficiencies across multiple operational and crew welfare areas, leading to the vessel’s detention:

  • Hygiene and Crew Welfare: There were widespread hygiene deficiencies found in crew cabins, public areas, and recreational spaces. The inspectors also noted the presence of insects in the kitchen, storage areas, and crew messes. Furthermore, the heating and ventilation systems in crew cabins were malfunctioning, and the required mandatory certifications for the ship’s cook were missing.
  • Mechanical and Operational Issues: The engine room showed heavy leaks from both the generators and the main engine.
  • Safety and Environmental Non-Compliance: The vessel had multiple non-compliances with maritime security standards and international conventions related to navigation safety and the prevention of marine pollution.

Consequences of Detention

The detention was carried out in accordance with the procedures set by the European Maritime Safety Agency (EMSA) and the Paris MOU.

Under the responsibility of the flag state of Belize, the vessel will be required to undergo comprehensive technical and documentary inspections in the coming days to ensure its safety and compliance. The Coast Guard will only authorize the carrier’s departure if these checks are satisfactory. The captain and owner have also been ordered to pay approximately €4,000 in administrative fines, in addition to covering the costs related to the detention.
