Key Outcomes From IMO’s NCSR 12 Meeting Held In London

The 12th session of the IMO’s Navigation, Communications and Search and Rescue Sub-Committee (NCSR 12) convened in London from 13 to 22 May 2025. The sub-committee, responsible for global maritime safety through advancements in navigation, communication, and search and rescue systems, made significant progress on several key regulatory developments.

Advancing VHF Data Exchange System (VDES)

NCSR 12 finalised draft amendments to SOLAS Chapter V and related instruments to facilitate the voluntary implementation of the VHF Data Exchange System (VDES). These drafts included:

  • Performance standards for VDES

  • Operational guidelines for its use

  • Provisions allowing VDES to replace the current AIS (Automatic Identification System)

This marks a major step in the transition toward modern, high-speed maritime communication systems.

Electronic Nautical Publications (ENPs) System Guidelines

The sub-committee also approved draft guidelines for the carriage and use of Electronic Nautical Publications (ENPs). These guidelines aim to ensure consistent implementation of SOLAS regulations V/19.2.1.4, V/19.2.1.5, and V/27, enhancing the digitisation of onboard navigational documentation.

Cybersecurity in Navigation Software Maintenance

A draft MSC circular was finalised to provide guidelines for software maintenance of shipboard navigation and communication systems. This circular addresses:

  • Cybersecurity considerations

  • Remote software servicing

  • Standardised maintenance procedures

This development reflects the increasing importance of safeguarding digital systems onboard ships.

Progress on the NAVDAT System

NCSR 12 continued work on:

  • A draft NAVDAT manual

  • A roadmap for implementing the digital navigational data system

These efforts build on previous MSC 109 resolutions and aim to create a reliable digital alternative for the transmission of maritime safety information.
