Libya Implements New Underwater Hull Inspection Rules

On 15 May 2025, the Libyan Military Forces introduced new maritime security procedures. These measures focus on underwater hull inspections of vessels. The rules apply to ships operating within 12 nautical miles of Libyan territorial waters, as outlined in the report released by Safety4Sea. 

Updated Measures for Vessel Inspection and Security Compliance

Inspections will be conducted at a designated location and must be paid for by the vessel’s owner or supplier, according to NorthStandard P&I Club. Vessels must submit their Notices of Readiness (NOR) to the Military Forces before arrival. The circular also requires raising the security level to Level 2 for cargo vessels arriving from conflict zones. 

These vessels must complete a Declaration of Security (DOS). Shipping agents must provide the last ten ports of call when submitting the arrival notice 48 hours in advance. The vessel anchorage area is now a restricted zone; approaching or diving nearby is strictly prohibited. Operators are urged to ensure all shipping agents follow these rules and submit arrival notices on time.

Operations at Libya’s Tripoli port were recently suspended due to heavy fighting between rival groups, including the 444th Brigade and the Stability Support Apparatus. The clashes began overnight on 12–13 May, following the death of Abdelghani al-Kikli. The violence caused at least six deaths and about 70 injuries.
