Global and European trade associations have issued a critical alert to all businesses involved in the movement of goods into or via the European Union (EU), Norway, Switzerland, or Northern Ireland. Starting in June this year, the new Import Control System (ICS2) will be implemented, affecting sea, road, and rail transport.
ICS2 Overview
ICS2 is an enhanced safety and security regime introduced by EU Customs authorities. Initially applied to air cargo in 2023, it will extend to sea transport from June 2024 and to road and rail imports by 2025. The system mandates detailed pre-arrival information, including 6-digit HS codes, acceptable descriptions, and buyer and seller details for each consignment.
Urgent Call to Action
Eight major trade bodies, including the World Shipping Council and the International Federation of Freight Forwarders Associations, stress the importance of early preparation. Businesses are urged to familiarize themselves with ICS2 requirements via the European Commission’s website to avoid delays, disruptions, and potential penalties.
Cooperative Effort Needed
Effective cooperation among shippers, forwarders, vessel operators, and other supply chain entities is crucial. The joint alert by these trade bodies underscores the need for coordinated efforts to ensure smooth compliance with ICS2 and maintain uninterrupted movement of goods into the EU.
