The Merchant Shipping Directorate of Transport Malta has issued a technical notice detailing the implementation of the Overridable Shaft-Engine Power Limitation System (SHaPoLi/EPL) in compliance with MARPOL Annex VI. These guidelines are essential for ship owners, operators, and other stakeholders to ensure alignment with international maritime environmental regulations, as outlined by Marine Regulations.

Regulatory Background

The notice references amendments in IMO Resolution MEPC.390(81), which update the guidelines on the SHaPoLi/EPL system to ensure ships meet the Energy Efficiency Existing Ship Index (EEXI) requirements. The SHaPoLi/EPL system is designed to limit a ship’s engine power to reduce greenhouse gas emissions, with provisions for temporary overrides in emergencies.

Control System Requirements

The notice outlines specific protocols for systems where the power limitation control unit is independent of the engine’s automation. This includes mandatory alarm triggers on the bridge, manual power reduction by the master, and automatic data recording when the power reserve is used. These measures ensure strict compliance and accurate reporting during any override of the system.

Documentation and Reporting

Any activation of the power reserve must be meticulously documented in the ship’s Operational Management Manual (OMM) and reported to relevant authorities. Annual reports on power reserve usage are to be submitted to the IMO by the Malta Administration, ensuring transparency and accountability in the system’s operation.
