Steamship Mutual P&I Club has issued an alert highlighting the risks of working on open decks during adverse weather and recommending measures to mitigate these dangers. They emphasize that, while exposure on open decks is significant, risks are also present in sheltered spaces and urgent actions might be necessary to safeguard the ship and crew.

Key Risks in Adverse Weather

  1. Vessel Motions:
    • Rogue waves can cause sudden severe rolls.
    • Parametric rolling may occur, increasing onboard dangers.
  2. Housekeeping Issues:
    • Unsecured objects, leaks, spills, loose floorplates, or improperly closed doors can cause accidents.
    • Tripping hazards from construction or design flaws.
  3. Environmental and Physical Hazards:
    • Slippery decks (from water, oil, ice).
    • Poor lighting, ventilation, and air quality.
    • Noise, vibrations, hot surfaces, and heavy loads.
    • Fatigue and mental health concerns, especially during emergencies.
    • Potential need for access to Cargo Spaces or Unmanned Machinery Spaces.
  4. Cold Water Hazards and Hypothermia:
    • The human body cools 4-5 times faster in water than air.
    • Cold water shock can trigger an involuntary gasp, uncontrollable breathing, and stress on the heart, lasting about 3 minutes.
    • Hypothermia sets in quickly; survival time in 5°C water with regular clothing is less than an hour.
    • Wearing immersion suits and lifejackets greatly improves survival chances in case of an overboard incident.

Mitigation Measures Suggested by COSWP 2024 

  • General Safety Precautions:
    • Rig lifelines on deck when adverse weather is expected.
    • Avoid working on deck unless necessary for the safety of the vessel or crew.
    • Inspect and tighten cargo lashings as required.
    • Secure anchors, and seal hawse pipes and ventilation covers during rough weather.
  • Authorization and Risk Management:
    • Work on deck must be authorized by the master and coordinated with the bridge.
    • Conduct a risk assessment, obtain a permit to work, and complete relevant company checklists.
  • PPE and Teamwork:
    • Use suitable PPE, including immersion suits, safety harnesses, lifejackets, and UHF radios.
    • Work in pairs or teams under the supervision of a competent person.
    • Maintain communication with the bridge using visual or continuous radio contact.
  • Adapting Ship Movements:
    • Use stabilizing fins (if available) and adjust the course and speed to minimize rolling and improve safety conditions.

Additional Recommendations from COSWP 2024

  1. Minimize Trip Hazards and Ensure Cleanliness:
    • Secure ladders and keep access routes free from litter and loose tools.
    • Use sand or other materials to treat slippery surfaces.
    • Post warning signs for temporary hazards or obstacles.
  2. Proper Use of Equipment and Safety Systems:
    • Always secure manholes, guardrails, and stairways when not in use.
    • Never block firefighting equipment or emergency routes.
    • Wear suitable footwear to ensure stability, especially when climbing ladders.
