MPA Opens Call for EOI on LNG and Methane-Based Marine Fuels

The Maritime and Port Authority of Singapore (MPA) has issued an Expression of Interest (EOI) to increase sea-based LNG reloading and consider the use of e-/bio-methane as marine fuel at the Port of Singapore. The nonbinding EOI was released on 12 December 2024, and proposals will be considered up to 28 February 2025, reports Offshore Energy.

Increasing demand for LNG in the Port of Singapore

Demand for LNG at the Port of Singapore has surged as over 385,000 tonnes of LNG have been bunkered by October 2024, outpacing the sum of volumes bunkered during the last three years. Growth in LNG dual-fueled vessel orders worldwide and competitive prices of LNG bunkers drive the rise.

Overview of the LNG Bunkering Regime

In response to growing demand, MPA is reassessing its LNG bunker licensing regime and supply requirements, focusing on increasing capacity and product offerings in the short-to-medium term and developing new supply models for the long term.

Goals of the EOI

The port authority further stated it expected this demand to grow further with a growing global fleet of LNG dual-fueled vessels and competitive LNG bunker prices.

“MPA is therefore reviewing the current LNG bunker licensing regime and supply requirements to better serve the industry’s growing bunkering needs – including capacity and product offerings in the short-to-medium term, as well as new supply model(s) in the longer term,” MPA Singapore stated.

Submission Focus Areas

Interested parties are invited to submit proposals in the following key areas:

  1. Scaling up sea-based LNG reloading for marine fuel in the Port of Singapore.
  2. Supplying e-/bio-methane in the Port of Singapore.
  3. Innovating new floating platform concepts to improve bunkering safety and efficiency.
