The Maritime and Port Authority of Singapore (MPA) has issued Port Marine Circular No. 13 of 2025, introducing updated guidelines to prevent pollution during bunkering operations. The circular, which replaces Port Marine Circular No. 06 of 2023, aims to reinforce compliance with environmental protection measures in one of the world’s busiest bunkering hubs.
According to MPA, all bunker-supply and receiving vessels operating within Singapore port limits must adhere to the preventive measures detailed in Annex A of the circular. This includes the completion of pre-bunkering and post-bunkering checklists, as well as accurate tank-volume records as stated in Annexes B and C. These procedures are designed to ensure operational transparency and minimize risks of accidental spills.
MPA also reminded the industry that under Regulation 7 of the Prevention of Pollution of the Sea Act, it is an offence to discharge oil or oily mixtures into Singapore waters. Offenders — including the master, owner, or agent of a vessel — may face prosecution and penalties.
Furthermore, any pollution incidents or irregularities during bunkering must be reported immediately to the Marine Safety Control Centre via telephone or VHF Channel 7, ensuring swift response and containment.
The new circular reflects MPA’s continued commitment to maintaining maritime safety, environmental compliance, and sustainable bunkering operations in Singapore’s port waters.
