The Maritime and Port Authority of Singapore (MPA) is building on a strong 2024 performance, focusing on growth, innovation, and sustainability to enhance Maritime Singapore’s competitiveness and resilience. Key priorities include advancing digitalisation, decarbonisation, port efficiency, and maritime talent development.
(A) Strengthening Maritime Singapore’s Competitiveness
AI-Enabled Port Clearance for Faster Processing
MPA is developing an AI-powered system to simplify port clearance, cutting processing times from three days to minutes. This will replace manual verifications and streamline the handling of up to 16 different ship certificates.
Cyber Risk Monitoring for Maritime Businesses
The Maritime Cyber Assurance and Operations Centre (MCAOC), launched by MPA, provides real-time security monitoring to help maritime companies counter cyber threats. The initiative is expected to save businesses S$200,000 annually.
Cost Reduction Through Regulatory Reforms
MPA’s regulatory streamlining in 2024 has resulted in:
- S$700,000 in compliance cost savings.
- 1,000 hours saved annually for barge operators.
- S$20 million improved cash flow across the sector.
Just-in-Time (JIT) Operations for Cost Efficiency
MPA’s JIT Platform, launched in 2024, enables real-time vessel scheduling to minimise waiting times and improve efficiency. Over 150 port users are already onboard, and by end-2025, the platform will be available to tankers and all vessels visiting Singapore’s anchorages.
(B) Investing in Technology and Sustainability
Expanding Testbeds for Maritime Technology Innovation
MPA is increasing sea-space for technology trials, attracting global marinetech players and start-ups to Singapore. Trial projects include autonomous flotsam collection, robotic hull cleaning, remote vessel operations, and maritime drones.
Enhancing Maritime Drone Capabilities
The Maritime Drone Estate (MDE) will be upgraded to accommodate larger drones for shore-to-ship deliveries and emergency response operations.
Full Maritime 5G Coverage by 2025
MPA is expanding 5G coverage with 12 base stations, enabling real-time data exchange for digital bunkering, enhanced ship-to-shore communications, and remote operations.
(C) Developing Maritime Talent
Maritime Leadership Programme Expansion
MPA will expand the Maritime Leadership Programme (MLP) in 2025 to include leaders from trading and logistics sectors, increasing intake to 25 participants annually.
Cybersecurity Training Through MariOT Testbed
MPA will launch MariOT, the world’s first industrial-grade maritime cybersecurity testbed, on March 20, 2025, at Singapore University of Technology and Design (SUTD). The initiative will train over 300 professionals in cyber resilience for shipboard operations.
Support for Local Seafarers
MPA is working with schools, unions, and industry partners to attract and develop mid-career maritime talent, with more details to be announced during Singapore Maritime Week 2025.
