The China Maritime Safety Administration (MSA) has introduced mandatory reporting requirements for foreign-flagged vessels entering Chinese internal waters under emergency situations. Effective March 1, 2025, these regulations apply to cases such as illness, mechanical failure, distress, and adverse weather conditions.
Mandatory Reporting Procedures and Requirements
- Ships must report using marine radiotelephony, VHF, HF, satellite phone, wired phone, fax, or national hotline (12395).
- Reports must include ship details, position, crew health conditions, cargo information, and cause of emergency entry.
- An Emergency Report Form must be submitted upon entry.
- If AIS is non-functional, hourly updates on position, course, and speed are required.
Compliance and Enforcement
- Vessels must follow MSA instructions and remain under Chinese maritime authorities’ supervision.
- Failure to comply may result in penalties or enforcement actions under Chinese law.
