Norway Mandates Anti-Harassment Training in STCW Courses by January 2026 Deadline

The Norwegian Maritime Authority (NMA) has announced an update to STCW training requirements to include mandatory instruction on the prevention and handling of violence, harassment, and sexual assault onboard. This change aligns with new global standards adopted by the International Maritime Organization (IMO) in May 2024.

New Mandatory Requirements

New Curricula Deadline January 1, 2026
All approved training providers must revise their curricula to incorporate the new IMO standards on anti-harassment training. The NMA urges providers to update materials as soon as possible.
Applicability Basic, Advanced, and Refresher Safety Training
The new mandatory instruction must be included in basic and advanced safety courses, as well as all refresher courses. This upgrade ties crew conduct and workplace culture directly to professional competence and ship safety.
Full Compliance Deadline January 1, 2031
In line with STCW transitional provisions, all seafarers sailing on NOR- and NIS-registered vessels must complete the updated training by this date.
Seafarer Certification Seafarers with current valid safety training certificates may continue using them until their next renewal date. Proof of this updated training will be required for the renewal or issuance of STCW certificates after January 2026.

 

The amendment to the STCW Code modifies Table A-VI/1-4 (Specification of minimum standard of competence in personal safety and social responsibilities) to add a new competency: “Contribute to the prevention of and response to violence and harassment, including sexual harassment, bullying and sexual assault.”

Implications for Stakeholders

  • Training Providers: Must have their revised courses approved by the NMA by the beginning of 2026.
  • Shipping Companies: Must plan for training capacity and update their internal Safety Management Systems (SMS) and policies to ensure all crew members receive the new instruction at their next refresher and that clear reporting procedures are in place.
  • Seafarers: Will receive structured training on:
    • Types and signs of harassment, bullying, and sexual assault.
    • Consequences for victims, bystanders, and safety on board.
    • Appropriate steps for intervention and confidential reporting.

This move is considered a long-awaited step to ensure safety and dignity for everyone onboard.
