OceanScore has introduced a new planning, simulation, and budgeting tool called the FuelEU Planner. This web-based solution is designed to help shipping companies optimize compliance with the upcoming FuelEU Maritime regulation, focusing on commercial advantages. The tool was launched during a special event in Hamburg with over 150 clients and stakeholders, coinciding with the SMM conference.

High Interest and Need for Regulatory Compliance

The FuelEU Planner is the latest product in OceanScore’s suite, aimed at simplifying the complex decision-making involved in meeting regulatory demands. The launch follows the success of the company’s ETS Manager, which focuses on the EU Emissions Trading System (EU ETS).

The FuelEU Planner allows shipping companies to model different scenarios, compare various strategies, and make informed decisions about GHG intensity, vessel optimization, and compliance management. It helps companies navigate fuel selection, low-carbon technology investments, and the management of compliance balances.

Challenges and Commercial Opportunities

OceanScore’s Managing Director, Albrecht Grell, highlighted the complexity introduced by FuelEU, stating, “FuelEU adds another layer of regulatory complexity for the industry beyond the EU ETS as it entails difficult choices for shipping companies related to fuel selection and low-carbon technology investments, as well as management of compliance balances.”

“FuelEU’s commercial impact also differs significantly from the EU ETS based on the decisions taken by the shipping company – all the way to actually creating additional revenue and cost-saving opportunities.”

Despite these challenges, the new regulation also presents opportunities for cost savings and revenue generation.

Impact of the FuelEU Regulation

The FuelEU Maritime regulation aims to reduce the well-to-wake GHG intensity of ships by 80% by 2050, with penalties for non-compliance reaching €2400 per tonne of VLSFOe. OceanScore forecasts that shipping will face penalties amounting to €1.345 billion in 2025, but the current rapid adoption of biofuels may help balance compliance.

Planning and Cost Optimization

FuelEU introduces concepts like banking, borrowing, and pooling of compliance surpluses or deficits, adding complexity but also opening doors to new revenue opportunities. The FuelEU Planner helps shipping companies navigate these changes efficiently.

Using the FuelEU Planner, companies can simulate different fuel and investment strategies to determine the best way to manage compliance balances and total costs. This tool supports budgeting, bunker procurement, and operational planning for 2025 and beyond.

Growing Industry Interest

OceanScore’s FuelEU Planner has already gained traction, with major shipping companies like MSC being among the first to adopt the tool. These companies are taking a proactive approach to the regulation, focusing on the potential benefits it can bring.

OceanScore is planning to expand its FuelEU suite with additional products, continuing to support the maritime industry’s efforts to comply with the upcoming FuelEU Maritime regulation and seize the commercial opportunities it provides.
