Oman Introduces New Amendments to Ship Refueling Regulations

  • New Licensing Rules for Ship Refuelling in Omani Ports.
  • Minimum Two Specialised Companies Required in Each Port.
  • Omani SMEs Granted Exclusive Rights for Diesel Supply by Land.

His Excellency Engineer Saeed bin Hamoud Al-Mawali, the Minister of Transport, Communications, and Information Technology, has issued Ministerial Decree No. 282/2025, which makes some changes to the Regulation for the Refuelling of Ships in Omani Ports, reports Argaam.

Amendments to Articles 6 and 7

  1. Article 6: Before granting a license, the Port Administration must ensure that all conditions and requirements are met. They will also need to sign an agreement with the applicant that outlines both parties’ rights and obligations. Additionally, all financial transactions related to the license should be conducted through licensed banks in the Sultanate of Oman.
  2. Article 7: There must be at least two specialised companies authorised to carry out ship refuelling in each port.

Role of Omani SMEs

This decision emphasises that the supply of marine diesel fuel (MGO/DMA) to ships via land transport is limited to Omani small and medium-sized enterprises (SMEs), provided they meet these criteria:

  1. Omanis must entirely own them.
  2. They must focus on supplying ships with marine fuel.
  3. They must be registered with the Small and Medium Enterprises Development Authority.

Repeal of Conflicting Provisions

Article II indicates that any provisions that conflict with or contradict these amendments are hereby revoked.

Effective Date

Article III states that this decision will take effect the day after it is published in the Official Gazette.
