- Improper Stowage of FIBCs May Jeopardise P&I Cover.
- P&I Club Issues Safety Alert on Jumbo Bag Cargoes.
- Compliance Crucial for Safe Loading of Dry Chemical Jumbo Bags.
Shipowners, operators, and charterers are being urged to take a close look at the potential risks involved in handling Flexible Intermediate Bulk Containers (FIBCs), often referred to as jumbo bags, especially when it comes to transporting dry chemicals, reports The London P&I Club.
Non-Compliance Could Jeopardise P&I Coverage
Not adhering to the relevant International Maritime Organisation (IMO) regulations for the storage and handling of jumbo bags could lead to losing Protection and Indemnity (P&I) insurance coverage. The Club has been vocal about this concern, especially after several incidents in the industry over the past few years.
Training Resource Sheds Light on Real-World Risks
To enhance risk awareness, the Club has put together a comprehensive case study featuring a fictional bulk carrier, MV Calm Sea. This serves as a training resource designed to help identify risks, liabilities, and best practices when dealing with FIBCs. You can watch or download the video for more insights.
Improper Storage Can Lead to Serious Incidents
Ian Barr, Director at The London P&I Club, emphasised the risks of incorrect stowage: “Serious problems also occur when FIBCs are stored incorrectly with break bulk or steel cargoes, which can damage the integrity of the jumbo bags and cause significant spillage leading to delays, fines or claims. We urge owners, operators, charterers and Masters to be extra vigilant when developing stowage plans and loading FIBCs and other big bags onboard. They should alert us immediately so that assistance can be sought from qualified industry experts before proceeding.”
Staying compliant with IMO regulations is crucial.
If you don’t follow the Flag State regulations about storing jumbo bags, you risk losing your P&I cover. Here are some key regulations to keep in mind:
- The International Convention for the Safety of Life at Sea (SOLAS)
- The Cargo Securing Manual (CSM)
- The Code of Safe Practice for Cargo Stowage and Securing (CSS Code)
- The International Maritime Dangerous Goods (IMDG) Code
Operators are encouraged to get familiar with these guidelines and ensure they’re fully compliant when transporting FIBCs. This will help prevent any incidents and keep your insurance coverage intact.
