Oslo Port to Offer Full Quay Fee Discounts for Zero-Emission Ships from 2026

Manifold Times reports that the Port of Oslo will launch a new environmental incentive from 2026, granting up to a 100% discount on quay fees for ships that operate emission-free both when arriving and departing.

Under the scheme:

  • Ships that are entirely zero-emission in and out of the terminal at Steilene will pay no quay fees.

  • Cargo vessels using shore power will receive a 20% discount on quay fees.

  • Additional discounts will apply to vessels based on their environmental score, rewarding those scoring high on recognized indices.

Port Director Ingvar M. Mathisen emphasized that Oslo Port has made significant investments in green infrastructure, including shore power, and wants to ensure that “choosing zero-emission solutions should pay off.”

The Commercial Director, Einar Marthinussen, said the port is restructuring its previous discount model — moving away from blanket discounts for scheduled traffic to a system that rewards ships that reduce emissions.

Oslo and the port authority have set ambitious climate targets: by 2030, the city hopes to cut emissions by 95%, and Oslo Port aims for an 85% reduction in its own emissions.

Since 2018, Oslo Port has invested NOK 225 million into its zero-emission infrastructure, which has already helped lower port-activity emissions by 26%.

The port has installed shore-power facilities for a variety of ship types — cruise vessels, international ferries, bulk carriers, and container ships.

  • A new cruise-ship shore-power facility is due to open at Filipstad in 2026.

  • Plans are also underway to introduce shore power for tankers.

To support further decarbonization, Oslo Port is looking beyond shore power. It is planning developments in alternative-fuel infrastructure, green transport corridors, and better charging infrastructure.
