- The Panama Maritime Administration has issued a security advisory urging vessels registered under the Panama Flag Registry to take precautions when transiting the Red Sea due to escalating tensions involving Yemen’s Houthi rebels.
- The advisory recommends avoiding Red Sea transits and exercising caution in the Strait of Bab al Mandeb, emphasizing nighttime transits to minimize detection risks.
- Vessels are advised to adhere to industry recommendations, reassess the use of force standards with privately contracted armed security personnel (PCASP), and implement strict security measures, including monitoring communication channels and conducting safety drills.
In response to heightened geopolitical tensions and security threats in the Red Sea, the Panama Maritime Administration has issued a comprehensive security advisory for vessels flying the Panama Flag Registry. The advisory comes amid escalating conflict involving Yemen’s Houthi rebels and concerns over maritime security in critical trade routes.
Security Measures for Red Sea Transits
Vessels are strongly advised to review and implement Best Management Practices 5 (BMP5) at all times. BMP5 provides guidelines for enhancing the security of vessels against piracy and armed robbery. Additionally, ship operators are urged to evaluate their routes meticulously, with a particular focus on avoiding proximity to potentially sensitive areas, including the Islamic Revolutionary Guard Corps, Iranian Navy assets, and the coasts of Yemen.
Nighttime Transits and Detection Avoidance
To mitigate the risk of detection and enhance overall security, vessels are recommended to conduct transits through the Red Sea, Bab-al-Mandeb (BaM), and the Strait of Hormuz (SoH) during nighttime. This strategic approach aims to minimize potential threats and navigate away from areas of conflict. The advisory underscores the importance of maintaining communication with maritime security centers throughout these nighttime transits.
Industry Recommendations and Risk Assessments
In addition to specific security measures, the Panama Maritime Administration emphasizes the importance of adhering to recommendations provided by industry organizations such as BIMCO (Baltic and International Maritime Council) and INTERTANKO (International Association of Independent Tanker Owners). Vessel operators are encouraged to conduct ongoing risk assessments and modify their Vessel Protection Plans as needed to ensure the safety of the vessel, crew, and cargo.
Use of Privately Contracted Armed Security Personnel (PCASP)
The advisory provides guidance on the use of privately contracted armed security personnel (PCASP) and recommends vessel operators reassess their use-of-force standards with private security providers. Notably, caution is advised against any form of confrontation with military forces, especially in designated high-risk areas, such as the northern Gulf of Oman and the Strait of Hormuz.
Onboard Security Measures
Ensuring strict onboard security measures is paramount. The advisory advocates for tight boarding controls, limited movement within the vessel when not necessary, installation of exterior lights (without interfering with a safe lookout), and regular monitoring of relevant VHF and other communication channels. Additionally, vessels are encouraged to conduct fire and safety drills/exercises before entering higher-risk areas.
