Panama Strengthens Seafarer Protection And Maritime Cooperation At IMO Visit

During a recent official visit to the headquarters of the International Maritime Organization (IMO), Panama reaffirmed its strong commitment to seafarers’ rights, highlighting key actions to improve working conditions, eliminate harassment onboard, and promote maritime safety and environmental sustainability.

Commitment to Seafarer Welfare and Human Rights

Panama emphasized its dedication to ensuring fair, safe, and dignified treatment of seafarers aboard Panamanian-flagged vessels, aligning with the IMO’s 2025 theme: “My ship free from harassment.”

  • The country served as vice-chair in the Third ILO/IMO Joint Tripartite Working Group, endorsing new guidelines to promote human rights, legal assistance, and to avoid unjustified custodial measures during investigations.

  • Panama also backed new Maritime Labour Convention (MLC) amendments that will enhance repatriation rights, medical access, PPE use, and connectivity onboard. These changes will take effect by end of 2024.

Supporting Global Maritime Priorities

In addition to labor rights, Panama voiced its support for broader maritime goals:

  • Marine environmental protection

  • International trade facilitation

  • Greener, sustainable transport solutions

  • Strengthened maritime safety

As a Category ‘A’ member of the IMO Council, Panama continues to cooperate with the IMO and ILO, playing a proactive role in international maritime governance.

Engagements and Future Outlook

Panama’s delegation, led by Felipe Arias (DGGM) and Ambassador Guido Martinelli, engaged with IMO Secretary-General Arsenio Domínguez, a Panamanian national.

  • Participation in the 110th Maritime Safety Committee session

  • Observance of International Seafarers’ Day, recognizing the crucial role of seafarers in maintaining global supply chains

  • Support for upcoming MLC amendments focused on shore leave, harassment prevention, and international cooperation, expected to be ratified in June 2025 and enforced by December 2027

Panama’s active participation at the IMO reflects its global leadership in maritime affairs, particularly in championing seafarer welfare, human rights, and sustainable maritime practices. With ongoing reforms and a focus on collaborative governance, Panama aims to set a benchmark for responsible flag states worldwide.
