Panama’s Merchant Fleet Sees 23% Drop In Accidents

Panama, home to the world’s largest merchant fleet, has achieved a remarkable milestone in maritime safety. Between July 2024 and June 2025, the Panama Maritime Authority (AMP) reported a 23% reduction in fleet-related accidents, highlighting the success of enhanced inspection, control, and safety strategies.

Strengthened Safety Controls and Inspections

The Directorate General of the Merchant Marine (DGMM) attributed the decrease in accidents to several measures, including:

  • Intensified concentrated campaigns to identify and rectify deficiencies.

  • A significant rise in Annual Safety Inspections (ASI).

  • The implementation of the Precheck system, which allows the screening of vessels before registration.

According to DGMM Director Ramón Franco, these steps have created a “more robust and reliable record for shipowners and operators,” boosting international confidence in the Panamanian flag.

Precheck System: A Strategic Safety Tool

The Precheck system has emerged as a cornerstone of Panama’s safety framework. By identifying vessel deficiencies early, the system prevents high-risk ships from entering the registry. This approach not only ensures compliance with international standards but also strengthens Panama’s image as a safe and efficient maritime hub.

Additionally, Panamanian consulates and registry offices have streamlined processes for flag registration and operational oversight, reinforcing both risk prevention and environmental protection.

The 23% reduction in maritime accidents underlines Panama’s commitment to safety, sustainability, and operational excellence.
