Panamanian Seafarers To Bear The Fruits Of Agreement Inked With Japan

Senior managers of the Japanese shipping company Mitsui OSK Lines (MOL) during their recent visit to the Panama Maritime Authority (AMP) indicated that during this second half of 2023, they are managing 15 new job opportunities and the hiring of others is expected. 10 new cadets by 2024, all for the benefit of Panamanian seafarers, so that they can embark on board their ships (Panamanian flag and other Registries).

Bilateral Cooperation Agreement

These shipments are the result of the Bilateral Cooperation Agreement signed last year between the AMP, through the Embassy of Panama in Japan and the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) regarding the Mutual recognition of training and certification in accordance with Rule I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, As Amended, (STCW 78 Convention). They have been able to coordinate the request of our Panamanian officers who have gradually begun the procedures for their Japanese license, among which the following stand out:  

  • There are 2 approved officers and 3 cadets, among which one is already working aboard a Japanese flag ship.
  • 2 cadets from the International Maritime University of Panama (UMIP) and 2 cadets from Columbus University embarked.
  • There is a next officer to apply for the Japanese license who will be traveling to Mumbai, India, in January 2024 to take training and complete testing.
  • There is also a second group that will go to India to train, to begin the procedures and tests to be able to obtain their Japanese endorsement.
  • By 2024, MOL has evaluated and approved the hiring of around 10 cadets from both maritime universities in the country.

This is a sign of the confidence that Mitsui OSK Lines (MOL) has in the Panama Ship Registry and in the training of our sailors, which is why it wants to expand the Panamanian personnel on its ships, thus promoting the image of our country. and the competence that our seafarers possess, also strengthening the ties of friendship and business that unite us.
