Pertamina International Shipping (PIS), the International Transport Workers’ Federation (ITF), and the Indonesian Seafarers’ Union (KPI) have signed a three-year agreement to provide mental health training and emergency outreach services for Indonesian seafarers.
This Memorandum of Understanding (MoU) follows a landmark 2024 agreement making mental health education mandatory in Indonesia’s maritime academies. The initiative marks a major step in addressing mental wellbeing for seafarers, who often face isolation, stress, and limited social interactions while working at sea.
Key Objectives of the Initiative
- Mental Health Training & Peer Support:
- Regular training sessions for officers and ratings.
- Development of a peer support network onboard ships.

- Emergency Outreach Services:
- Establishment of an emergency call center in Bahasa Indonesia.

- First Responder & Peer Educator Training:
- Programs to help seafarers recognize stress, provide support, and manage crises.

Industry Leaders on the Initiative
- KPI General Secretary, I Dewa Nyoman Budiasa:

Global Context
- Indonesia ranks third globally in supplying seafarer ratings and fifth in officers.
- Similar agreements have been signed with the Philippines, the world’s largest supplier of seafarers.
The ITF and KPI plan further first responder trainings and a “Training of Trainers” seminar in 2025, ensuring that mental health awareness becomes a long-term priority in the maritime industry.
