Pilbara Ports Authority Issues Fuel Management Protocol For LNG And Dual-Fuel Vessels

Pilbara Ports Authority (PPA) has released a marine notice outlining stringent new requirements for LNG, alternate, and dual-fuelled vessels calling at the Port of Dampier. These measures, announced on April 29, aim to enhance operational safety and ensure proper fuel management procedures are in place before vessels enter port waters. The notice applies to all such vessels visiting the port for the first time or returning after prior visits, excluding dedicated LNG carriers using LNG solely as fuel.

Pre-Arrival Requirements for Vessels

Before arriving at the Port of Dampier for the first time, LNG, alternate, and dual-fuelled vessels must submit comprehensive details to the PPA Marine team. These include the vessel’s terminal and estimated time of arrival, the general and mooring arrangement plans, a crew competency list showing qualifications and training in fuel operations, full ship particulars, and photographs covering key areas such as the bridge, main deck, engine room, LNG tanks, and mooring stations.

Additionally, vessels are required to provide HAZID or HAZOP reports, along with sea and gas trial documents. This information is vital for the port authorities to assess the vessel’s operational safety and preparedness in advance.

Fuel Switching Protocol Within Port Limits

For dual-fuelled vessels operating in port waters, PPA mandates a strict fuel-switching protocol. The vessel’s main engine must be transitioned to low sulphur fuel oil (LSFO) or marine gas oil (MGO) well before entering the port to ensure smooth and stable operation.

While auxiliary engines and boilers may continue to operate on LNG or alternate fuels, this is conditional on the ability to instantly switch to LSFO or MGO without affecting the reliability, efficiency, or continuity of operation. This requirement is intended to mitigate any fuel-related operational risks during critical port maneuvers.

Applicability and Exceptions

These regulations are applicable to all LNG, alternate, and dual-fuelled vessels making their first call at the Port of Dampier. Even if such vessels do not intend to use alternate fuels during their visit, they must still comply with the documentation and operational requirements.

For vessels that have previously called at the port, this information must be resubmitted before their next arrival unless it has already been provided in full. However, it is important to note that these fuel management requirements do not apply to LNG carriers that use LNG as their primary fuel, as they follow a separate compliance framework.
