Port Community System Initiative to Transform Hong Kong’s Port Operations

The Transport and Logistics Bureau (TLB) launched the Port Community System (PCS) project. At the event on May 16, they signed their first Memorandum of Understanding with Guangdong e-Port Management Company Limited, strengthening cooperation between the two ports. This ceremony also marked the start of the PCS development phase, with government and industry leaders in attendance. The PCS aims to drive digital transformation in Hong Kong’s port community, improve information sharing across sectors, and support smart port growth, as per the report published by Hong Kong Press Releases.

PCS Launch and Development Progress

The launch ceremony was officiated by key officials, including Secretary for Transport and Logistics Ms. Mable Chan and Legislative Council Member Mr. Frankie Yick. This event highlights Hong Kong’s dedication to cross-sector collaboration and technological innovation to strengthen the maritime, port, logistics, and trade industries.

The PCS pilot platform began phased testing in early 2023, focusing on cargo clearance processes and incorporating industry feedback. Following successful trials, the Logistics and Supply Chain MultiTech R&D Centre (LSCM) will support full system development. Installation is expected to finish by the end of 2025, with industry use starting in early 2026. The system will offer 24/7 real-time cargo tracking, integrate sea, land, and air transport data, and provide services such as the “One-Data-Multiple-Declarations” feature.

At the ceremony, the TLB signed a tripartite Memorandum of Understanding with LSCM and Guangdong e-Port Management Company Limited to explore using PCS for pre-filling ocean manifests for vessels entering the Mainland, enhancing user convenience. To keep the system aligned with industry needs, the TLB formed a Strategic Advisory Panel and Industry Expert Liaison Group. 

Ms. Chan thanked participating companies for their valuable contributions and presented certificates of appreciation during the launch. He said that the PCS is a key infrastructure for the future growth of Hong Kong’s port and maritime sectors, representing a major step in digital transformation. She noted that led by the HKSAR Government and supported by the industry, the PCS will connect Hong Kong, the Mainland, and the international maritime community digitally. It is expected to facilitate trade and capital flows, strengthen Hong Kong’s resilience and influence as a global maritime center, and support the country’s goal of becoming a maritime powerhouse.
