ReCAAP ISC Reports On Armed Robbery Incidents And Downgrades Threat Level

Four incidents of armed robbery against vessels were reported in Asia, all occurring off the coast of Pulau Cula, Indonesia, within the eastbound lane of the Singapore Strait Traffic Separation Scheme (TSS).

Fortunately, there were no injuries to crew members in any of these incidents, and in three cases, no items were stolen, while in one instance, engine spares were taken. The situation highlights the ongoing threat of piracy and armed robbery in the region, prompting the ReCAAP ISC to issue renewed advisory notices.

Increase in Vigilance in Singapore Strait

All four incidents occurred in the Singapore Strait, a critical shipping lane for global maritime traffic. This brings the total number of reported incidents in the Strait of Malacca and Singapore (SOMS) to 47 since January 2025.

While none of these recent incidents resulted in injury, the ReCAAP ISC strongly advises vessels transiting the area to remain vigilant and take necessary precautions against potential threats. The local authorities are also urged to increase patrols and enforcement to ensure the safety of maritime operations in the region.

Downgrading of Threat in the Sulu-Celebes Seas

In a positive development, the threat of abduction for ransom in the Sulu-Celebes Seas and waters off Eastern Sabah has been reassessed and downgraded. This change follows significant military actions by the Philippine government in the regions of Zamboanga, Sulu, and Tawi-Tawi, which led to the dismantling of key Abu Sayyaf Group (ASG) support bases.

As a result, the likelihood of such incidents occurring has diminished, and the threat level was reduced from ‘Moderate Low’ to ‘Low’. The Philippine Coast Guard, alongside other maritime security entities, will continue to monitor the situation and provide updates as necessary.

Advisory and Recommendations for Vessel Operations

Despite the reassessment of the threat level in the Sulu-Celebes Seas, vessels transiting this area are still advised to exercise heightened vigilance. The ReCAAP ISC has issued updated advisories, emphasizing the importance of maintaining communication with relevant maritime authorities.

Additionally, all incidents of piracy and armed robbery should be reported to the nearest coastal State and flag State for further investigation and action. Ship masters and crews are encouraged to consult the Regional Guide to Counter Piracy and Armed Robbery against Ships in Asia and adhere to preventive measures to mitigate risks in affected regions.

This situation underscores the importance of continuous monitoring, cooperation, and enforcement by regional maritime authorities to ensure the safety and security of international shipping routes.
