The Maritime and Port Authority of Singapore (MPA) is committed to upholding environmental protection and maritime safety. In its latest Shipping Circular No. 03 of 2024, the MPA highlights significant amendments to regulations aimed at preventing pollution of the sea and enhancing merchant shipping safety conventions.

Amendments to Pollution Prevention Regulations

The circular outlines amendments adopted by the International Maritime Organization (IMO) concerning the recording of garbage discharge, the designation of the Mediterranean Sea as an Emission Control Area, and the inclusion of crucial technical details in Bunker Delivery Notes. These updates align with global efforts to mitigate marine pollution and promote sustainable maritime practices.

Enhancements to Merchant Shipping Safety Standards

Furthermore, the MPA introduces enhancements in merchant shipping safety standards, responding to Resolution MSC.521(106) under the Safety of Life at Sea (SOLAS) convention. These enhancements establish comprehensive safety protocols for ships transporting industrial personnel engaged in offshore activities, reinforcing Singapore’s commitment to maritime safety and security.
