A large oil tanker under international sanctions has raised alarms after transiting the Northern Sea Route (NSR) through the Russian Arctic without official permission, valid insurance, or a recent safety inspection, reports gCaptain.

Shadow Shipping Strikes Arctic

According to maritime tracking and environmental monitoring groups, the vessel traveled through the Kara and Laptev Seas—an area known for its treacherous ice conditions—without securing a permit from Russia’s Northern Sea Route Administration, which oversees traffic in the region. The ship also bypassed the requirement for an icebreaker escort, a safety measure typically mandatory for such routes.

Even more concerning, the tanker did so without up-to-date insurance or inspection documentation, as required under international maritime regulations. These safeguards are critical in Arctic operations, where extreme weather and fragile ecosystems leave little margin for error.

This unauthorized voyage is believed to be part of a growing trend involving older, unsanctioned tankers operating under murky ownership and weak regulatory oversight. These so-called “shadow fleet” operations are often used to transport oil around sanctions and restrictions, particularly in geopolitically sensitive regions like the Arctic.

Environmental groups and maritime experts have expressed serious concerns. The Arctic is especially vulnerable to oil spills and mechanical failures, and enforcement in the region remains inconsistent. The lack of oversight in this case could set a dangerous precedent.
