On July 16, the Shanghai Municipal People’s Government unveiled an ambitious plan to establish a world-class modern shipbuilding base on Changxing Island, to get things underway between 2025 and 2027, reports Safety4Sea.
Boosting Global Competitiveness
This initiative is part of Shanghai’s broader strategy to solidify its position as a leading global shipbuilding hub. It comes at a time when international competition is heating up, tariffs are on the rise, supply chains are unpredictable, and the US has imposed ongoing restrictions. Despite these hurdles, Shanghai is determined to enhance its maritime industry and stand strong against increasing pressure from South Korea and Japan.
Core Development Focus
The strategy focuses on five key objectives: improving advanced equipment, making breakthroughs in essential technologies, bolstering the industrial supply chain, building high-end flagship factories, and fostering innovation across the sector. These priorities are set to be the foundation for transforming Changxing Island into a leader in global shipbuilding.
Ambitious Output Targets
By 2027, the marine engineering and shipbuilding output on Changxing Island is expected to surpass 120 billion yuan, which is about US$16.7 billion. A large chunk of this output—around 80%- will come from high-tech vessels like liquefied natural gas (LNG) carriers and dual-fuel container ships, establishing the island as a hub for advanced maritime construction.
Innovation and Research at the Core
To drive innovation, the plan includes setting up at least two national key laboratories and creating pilot production platforms. Approximately 100 core enterprises throughout the shipbuilding value chain will receive strategic backing. The main focus areas will include LNG carriers, large cruise ships, offshore engineering equipment, future ship design concepts, specialised vessels, and cutting-edge port machinery.

Changxing Island is already a key player in China’s shipbuilding industry, and it’s about to reach even greater heights with this new development plan. By emphasising innovation, technology, and industrial collaboration, Shanghai is determined to elevate the island’s status in the global shipbuilding and marine engineering arena.
