The IMO has adopted new amendments to MARPOL Annex VI, effective 1 August 2025, to regulate the use of low-flashpoint fuels. These updates, approved under Resolution MEPC.385(81), impose stricter fuel quality and compliance requirements on affected vessels, reports LR.

Key Changes for Ships Using Low-Flashpoint Fuels

Ships above 400gt and offshore platforms using low-flashpoint fuels must now ensure compliance with new requirements. It includes receiving a Bunker Delivery Note (BDN) from fuel suppliers.

This document must include ship details, fuel specifications, supplier information, and a sulfur content declaration.

Adjustments to In-Use Fuel Sampling & Certification

The amendments introduce an exemption for ships using high-flashpoint gas fuels, such as ammonia, from needing in-use fuel sampling points.

Additionally, the IAPP certificate format will undergo minor updates when reissued after the changes take effect.

Strengthening Fuel Oil Quality Controls

To enhance verification, ships using low-flashpoint fuels must now ensure the BDN includes crucial data. It includes fuel quality, density, and sulfur levels.

These measures aim to improve compliance with MARPOL Annex VI and minimize environmental impact.
