The Maritime and Port Authority of Singapore (MPA), along with several partner organizations, has introduced an enhanced Tripartite Maritime Training Award (TMTA), reports Maritime and Port Authority of Singapore.
Stronger Training Outcomes
The Tripartite Maritime Training Award (TMTA), initially established in 2009 by the Singapore Maritime Officers’ Union (SMOU), is being enhanced to support mid-career individuals in becoming 3rd Officers and 5th Engineers.
Key changes to the TMTA include:
- Reduced Training Duration: The training period will be shortened from 31 months to 22 months.
- Maintained Training Standards: This will be achieved through:
- A streamlined curriculum focused on core maritime skills.
- Increased use of advanced ship simulators for navigation and engineering training.
- Optimized onboard training to accelerate skill development.
- Increased Financial Support: Monthly training allowances will rise from S$1,200 to S$2,200, with co-funding from the Maritime and Port Authority of Singapore (MPA), Employment and Employability Institute (e2i), and SMOU.
Workforce Development
A Memorandum of Understanding (MOU) to improve the Tripartite Maritime Training Award (TMTA) will be signed on March 25, 2025, by the Singapore Maritime Officers’ Union (SMOU), the Employment and Employability Institute (e2i), and SkillsFuture Singapore (SSG).
The signing will be witnessed by key figures from the International Transport Workers’ Federation, the Singapore Shipping Association, and Wavelink Co-operative Ltd.
As part of this collaboration, government agencies, SMOU, and industry partners will collectively invest S$8.5 million over the next three years to support the enhanced TMTA training program.
Mr. Teo Eng Dih, Chief Executive of the Maritime and Port Authority of Singapore (MPA), emphasized the meaningful and rewarding nature of a seafaring career, highlighting its crucial role in global trade and economic growth. He reaffirmed the commitment to developing a strong local seafaring workforce through the enhanced TMTA.
Ms. Mary Liew, General Secretary of SMOU, underscored the importance of tripartism in equipping mid-career individuals with the necessary skills for a sustainable seafaring career. She also stressed the program’s role in providing a second chance for career transitions and ensuring seafaring remains an attractive profession, while strengthening Singapore’s maritime workforce.
Ms. Caryn Lim, Chief Executive Officer of e2i, highlighted seafaring’s vital contribution to Singapore’s maritime trade and economy. She emphasized e2i’s commitment to providing access to good jobs with strong career prospects, and expressed pride in supporting the tripartite collaboration to build a resilient and skilled local maritime workforce.
