Singapore Strengthens Hydrogen Strategy with Ammonia Power Initiative

  • Singapore has appointed Keppel Ltd to lead the next phase of a low- or zero-carbon ammonia project on Jurong Island.
  • The initiative includes FEED studies for both power generation and ammonia bunkering.
  • Plans target electricity generation of up to 65 MW and annual bunkering capacity of 0.1 million tons
  • The project supports Singapore’s National Hydrogen Strategy and its 2050 net zero commitment.

Singapore has taken another step forward in its clean energy transition, with the Energy Market Authority (EMA) and the Maritime and Port Authority (MPA) appointing a consortium led by Keppel Ltd to progress a project exploring low- or zero-carbon ammonia for both power generation and bunkering on Jurong Island, as shared by the Maritime and Port Authority of Singapore.

Ammonia as Part of Singapore’s Hydrogen Strategy

In the next phase of the initiative, Keppel Ltd and its partners will carry out a Front-End Engineering Design (FEED) study to refine the proposal for power generation, while Sumitomo Corporation, Keppel’s bunkering partner, will advance a similar study for bunkering. Pending the Final Investment Decision, the project aims to generate 55 to 65 megawatts of electricity using imported low- or zero-carbon ammonia in a Combined Cycle Gas Turbine and support ammonia bunkering at a capacity of at least 0.1 million tons per year. The government will collaborate closely with the consortium to ensure safety and efficiency, given the early-stage development of ammonia applications. Selected through a competitive process, this project is a central part of Singapore’s National Hydrogen Strategy launched in 2022, which focuses on advancing hydrogen technologies and achieving net zero emissions by 2050.
