358

  • As announced by the Hong Kong SAR Marine Department, changes to SOLAS Chapters II-2 and V will become mandatory on 1 January 2026.
  • Key updates include stricter fire safety protocols for certain ship areas and specifications for oil fuel safety.
  • New procedures for reporting and managing containers lost at sea have been introduced.

The Marine Department of the Hong Kong SAR has released a notice detailing upcoming amendments to Chapters II-2 and V of the International Convention for the Safety of Life at Sea (SOLAS). These changes, adopted by the IMO Maritime Safety Committee (MSC) during its 108th session, aim to bolster ship safety and operational efficiency. The amendments will come into effect on 1 January 2026, reports IIMS.

Key Amendments to SOLAS

Oil Fuel Safety and Performance Requirements

Under MSC.550(108), oil fuel delivered to and used on ships must not:

  • Jeopardize ship safety
  • Adversely impact machinery performance
  • Harm personnel onboard

This measure ensures greater reliability and protection for both crew and vessels.

Enhanced Fire Detection Systems for Cargo Ships

From 2026, cargo ships constructed on or after 1 January 2026 must have fire detection and alarm systems installed in:

  • Control stations
  • Cargo control rooms

These systems must adhere to the prescribed methods IC, IIC, and IIIC, ensuring swift response to fire hazards.

Improved Fire Safety for RoRo Passenger Ships

Updates to Chapter II-2/G/20 focus on:

  • Strengthening fire safety in vehicle spaces, special category spaces, and open/closed RoRo areas
  • Introducing new safety measures for weather decks designated for vehicle transport

These enhancements are critical for preventing and mitigating fire-related incidents on RoRo passenger ships.

Reporting of Lost Containers at Sea

Amendments to Chapters V/31 & 32 establish clear guidelines for the:

  • Detection of lost containers
  • Positioning and tracking of such containers
  • Recovery processes to minimize environmental and navigational hazards

This aims to improve the industry’s response to container loss incidents and enhance maritime safe

The SOLAS Chapters II-2 and V amendments reflect the IMO’s commitment to improving maritime safety and environmental stewardship. Ship operators and stakeholders are urged to review the changes and prepare for compliance by 1 January 2026.
