In an ongoing effort to strengthen and future-proof the maritime industry, the Maritime and Port Authority of Singapore (MPA) has launched the Maritime Census 2025. Initiated under the Statistics Act 1973, this annual survey collects essential statistics on various aspects of the maritime sector, including manpower, sustainability, technology, and operations.

The data gathered will be instrumental in shaping policies and programmes that support the growth and competitiveness of Maritime Singapore.

Purpose and Importance of the Maritime Census

The Maritime Census is not just a data collection exercise—it plays a vital role in Singapore’s maritime strategy. By capturing up-to-date information on industry developments, the census helps policymakers identify emerging trends and challenges. The aggregated statistics are used to develop initiatives that improve the sector’s resilience, workforce readiness, and adoption of new technologies.

Scope of the Survey

The 2025 Maritime Census covers a broad spectrum of maritime activities to ensure a comprehensive understanding of the industry landscape. These include:

  • Ship owning and operating

  • Ship management and agency services

  • Ship bunkering and broking

  • Maritime technology and marine surveying

  • Harbour craft, port operations, and classification societies

This wide coverage ensures that the data reflects the diversity of stakeholders in the maritime ecosystem.

Survey Method and Participation

From 2023 onwards, MPA has adopted a sampling method to reduce the burden on firms while still ensuring statistically representative coverage. Selected companies are notified by email or post and are required to submit their data through the Maritime Industry Survey Portal. Participation is compulsory under the Statistics Act, and non-compliance is not an option.

MPA assures that all responses are kept strictly confidential and used only for the purpose of generating anonymised, aggregated insights.

Data Confidentiality and Legal Framework

The collection and management of survey data are governed by the Statistics Act 1973. This ensures that all information submitted is safeguarded and used solely for statistical purposes. Firms can participate with confidence, knowing their data will not be disclosed individually or used for enforcement actions.
