Sulu-Celebes Abduction Threat Downgraded to ‘LOW’

The Philippine Coast Guard (PCG) has officially downgraded the threat level of crew abduction from ships in the Sulu-Celebes Seas to ‘LOW’, according to an advisory update by ReCAAP ISC. This marks a significant security improvement, with no reported incidents since January 2020, reports SAFETY4SEA.

Security Concerns and Initial High-Risk Status

Since March 2016, the ReCAAP ISC has raised alarms about the rise in abduction-for-ransom incidents in the Sulu-Celebes Seas and waters off Eastern Sabah.

In November 2016, the organization classified the threat level as ‘HIGH’, urging ships to avoid the area whenever possible.

Military Efforts Lead to Major Improvement

The Philippine and Malaysian authorities launched aggressive military operations, targeting militant groups like Abu Sayyaf (ASG).

These efforts led to the dismantling of their support bases, arrests, and the end of organized abductions in the region. By January 2025, after a thorough reassessment, the PCG further reduced the threat level.

Updated Advisory for Ships

Following this development, ReCAAP ISC updated its advisory, instructing all ships to exercise caution when transiting the Sulu-Celebes Seas.

Vessels are encouraged to contact the Operation Centres of the Philippines and Eastern Sabah Security Command (ESSCOM) for safety updates.
