An important deadline is looming for compliance with the European Union Regulation on Monitoring, Reporting and Verification (MRV) of carbon emissions, accredited inspection body TÜV SÜD warns.
The MRV requires all ships of more than 5,000gt carrying passengers or freight either to or from an EU port to report fuel consumption and transport data. Ahead of data collection from 1 January 2018 and first filing of emission reports by 20 April 2019, ship owners must submit a monitoring plan by 31 August this year. Evaluation and certification of the plan must be completed by 31 December.
Evaluation of monitoring schemes and verification of emission reports is undertaken by an accredited inspection body, which issues a certificate of conformity to the European Commission and the flag state as confirmation that the reporting is in order.
Johann Schmidt, head of verification, TÜV SÜD, said: “As an accredited inspection body we provide shipping companies with independent and impartial support in implementing the regulation.”
Services provided by the company include evaluation of monitoring schemes and verification of emission reports and transport dates, as well as support in compiling and evaluating monitoring schemes and emission reports. As a measurement institute in accordance with DIN EN ISO 17025, TÜV SÜD holds accreditation for all measurement operations and for the verification and calibration of direct emission measurements.
TÜV SÜD is one of Germany’s biggest verification bodies, inspecting around 15% of the country’s stationary plants and with a global network of 24,000 employees at 800 locations.
