The Tokyo Memorandum of Understanding (MoU) on Port State Control (PSC) has released its Annual Report for 2024, highlighting significant developments in maritime safety and compliance across the Asia-Pacific region, reports Safety4sea.
Annual Inspection Highlights
In 2024, Tokyo MoU member authorities conducted 31,200 PSC inspections, involving 19,000 individual vessels. This marks a continued upward trend in inspection activity, reflecting the region’s commitment to enhancing maritime safety standards. The detention rate remained steady at approximately 2.5%, indicating effective enforcement of safety regulations.
Focus Areas and Concentrated Inspection Campaigns (CICs)
A notable initiative in 2024 was the joint Concentrated Inspection Campaign on Crew Wages and Seafarers’ Employment Agreements, conducted in collaboration with the Paris MoU. This campaign aimed to ensure compliance with the Maritime Labour Convention (MLC, 2006), focusing on seafarers’ rights and working conditions. Port State Control Officers (PSCOs) utilized a standardized questionnaire to assess vessels during the campaign period from September to November 2024.
Recognition and Transparency Measures
In a move towards greater transparency, the Tokyo MoU Port State Control Committee introduced a scheme to publicly recognize high-performing companies and identify under-performing ones. This initiative aims to promote best practices and encourage continuous improvement within the maritime industry.
Celebrating 30 Years of Tokyo MoU
The year 2024 marked the 30th anniversary of the Tokyo MoU, celebrating three decades of collaborative efforts to eliminate substandard shipping in the Asia-Pacific region. Over the years, the MoU has expanded its membership and enhanced its operational effectiveness, contributing to a significant reduction in maritime casualties and improved safety standards.
