Trade Tech, Inc., a global logistics platform, is actively working toward compliance with the UAE’s new Maritime Pre-Load Cargo Information (MPCI) Program, a security filing regulation managed by the UAE’s National Advance Information Center (NAIC). The program requires that cargo details be submitted electronically at least 24 hours before vessel loading at origin ports, as reported by the American Journal of Transportation.
According to Bryn Heimbeck, President and Co-Founder of Trade Tech, the UAE is part of a broader trend toward standardized pre-departure security filings worldwide.
“Governments worldwide are prioritizing safe and transparent supply chains, and submitting cargo data 24 hours before departure is becoming the standard way of doing business. Trade Tech’s platform is designed to support this evolving landscape, ensuring seamless compliance across jurisdictions.”
Key Requirements of the UAE’s MPCI Program
The new UAE regulation mandates compliance from multiple parties involved in cargo transportation, including:
- Electronic submission of cargo data (Bill of Lading details) 24 hours before vessel loading at origin.
- Compliance requirements for Master Vessel Operators, Freight Forwarders, Master Loaders, and Co-Loaders to file declarations.
- Forwarders must clearly identify the actual shipper and consignee in their submissions.
- Master Vessel Operators must verify forwarder declarations before cargo is loaded.
- Transshipment details must be updated with the actual vessel name and departure date.
- The program applies to UAE-destined cargo, transshipment cargo, and stay-on-board cargo.

Trade Tech has already begun developing the necessary functionality and system connections to meet the new requirements. The company is confident it will achieve full certification well ahead of the program’s implementation.
“Trade Tech has engaged with local authorities and is well-prepared for this important regulatory shift in the UAE,” said Heimbeck. “Drawing from our extensive experience with EU ICS2 and US ISF compliance and similar international advance cargo security rules, we are committed to delivering robust solutions to our customers, ensuring their readiness for this transition.”
