The United States and Panama governments have signed a new pact that makes it possible for the deployment of U.S. soldiers in the regions close to the Panama Canal. The agreement represents a major milestone in enhancing bilateral partnership on regional security and protection of the strategic canal, reports The Tico Times.
Emphasis on Training and Exercises
The accord allows U.S. military personnel to utilize “authorized” sites and space for “training,” “exercises,” and other defined purposes. Such sites comprise two naval air bases and an airport—locations that were once home to U.S. military establishments in the former Canal Zone.
A Partnership-Based Approach
The facilities contemplated in the treaty will belong to Panama and shall be shared among the security forces of both countries. The agreement is renewable and for three years, aimed at improving operational effectiveness and cooperation while not changing the legal system in Panama.
Maintaining Sovereignty and Transparency
Panama’s President José Raúl Mulino emphasized the country’s firm stance on maintaining sovereignty throughout the negotiation process. “That is simply unacceptable,” Mulino said, referring to the removal of terms like “permanent military presence,” “military bases,” and “territorial concessions” from the final version of the agreement.
“You want trouble, for the country to erupt?” Mulino recounted telling the Pentagon chief. The Panamanian government clarified that all elements of the agreement are aligned with the country’s constitution and existing canal treaties.
Assurance of Constitutional Compliance
Panama’s Foreign Minister, Javier Martínez-Acha, reaffirmed that the agreement respects national law and sovereignty: “Not a single centimeter of sovereignty has been ceded. The agreement aims to establish broader cooperation on canal defense in case of tangible threats,” Martínez-Acha said.
Strategic Importance of the Panama Canal
The Panama Canal continues to be an integral part of international commerce and a symbol of national pride. The accord seeks to guarantee its preservation against possible threats while reaffirming Panama’s dedication to neutrality and peace.
Shared Interests in Regional Security
The United States has expressed concern over growing foreign influence at key access points of the canal. During a briefing in Washington, Pentagon chief Pete Hegseth highlighted the significance of the agreement to President Donald Trump: “We’re taking back the canal. China has had too much influence together with Panama, we’re kicking them out, sir,” Hegseth said.
Next Steps and Continued Dialogue
The accord also leaves the door open for future communication, combined training, and collaborative security measures. Under this arrangement, Panama asked Washington to alter a joint communiqué to reaffirm Panama’s inalienable sovereignty over the canal.
