According to Xinde Marine News, the Maritime Safety Administration of the People’s Republic of China issued the “Regulations on Ships’ Routeing System for the Shanghai Section of the Yangtze River (2024)”, effective from July 15, 2024. This revision aims to enhance navigation safety, improve efficiency, and reflect recent developments in ship technology and port operations. The updated regulations replace the previous 2017 version and introduce new provisions addressing ship safety and traffic management.
New Provisions for Enhanced Safety
The 2024 regulations introduce several new articles (e.g., Article 14, 15, 22) that include stricter requirements for ships entering the Shanghai Section. Ships must conduct pre-entry equipment tests, such as on engines and communication systems, and prioritize safety measures for large towing fleets.
Optimized Night Navigation Rules
Articles 27 and 28 enhance the regulations for night navigation, ensuring that ships navigating during nighttime adhere to improved safety standards, particularly those involving communication and reporting.
Traffic Protection and Anchorage Adjustments
Articles 29, 33, and 42 provide clearer guidance on traffic protection for key ships and introduce new rules for ships in the 100-meter Slope Water Area of the deepwater channel. Additionally, anchorage areas have been optimized, and new zones, such as No. 0 Wusongkou Anchorage, have been added to reduce congestion and provide safer anchoring options.
These updates are expected to reduce collision risks, improve port efficiency, and promote environmental protection goals.
