In February 2025, the U.S. Coast Guard suspended Puerto Nuevo Terminals’ (PNT) permit to handle hazardous cargo in San Juan, Puerto Rico, after discovering unauthorized handling of ammonium nitrate—a chemical linked to the 2020 Beirut explosion.
Hazardous cargo threatening safety
Acting Sector San Juan Commander, Capt. Robert Stiles, issued the Captain of the Port (COTP) Order following a routine inspection that revealed PNT’s non-compliance with prior safety regulations and inadequate firefighting capabilities. Capt. Stiles emphasized the severity of the violation, noting the terminal’s proximity to a liquefied natural gas facility and the potential risks to critical port infrastructure.
The Coast Guard had previously suspended PNT’s permit in October 2024 due to similar safety concerns, providing opportunities for compliance. Despite some progress, including temporary firefighting measures, PNT violated restrictions, leading to the current suspension. The order remains in effect until PNT meets the outlined safety requirements.
Non-compliance with the COTP Order can result in civil penalties up to $117,608 per day and potential felony charges, including imprisonment and substantial fines.
