The Voluntary Reporting Guidance for the Indian Ocean and Red Sea Region has been updated to reflect revised reporting procedures. This update likely involves changes to the information that should be reported, the frequency of reporting, or the methods for submitting reports, according to Safety4sea.
Significant Changes
Following the 52nd SHADE Conference in December 2024, significant changes have been made to regional voluntary reporting procedures for maritime security.
- Single Information Reporting Framework: CMF, MSCIO, and UKMTO have agreed to implement a single information reporting framework by March 31, 2025. This framework aims to streamline reporting procedures and improve information sharing among key maritime security organizations.
- Standardized Reporting Formats: Standardized reporting formats will be introduced, allowing mariners to use the same form for reporting incidents to different organizations. This will simplify the reporting process and ensure efficient data processing by MSCIO and UKMTO.
- Enhanced Information Sharing: Reports submitted in these standardized formats will be efficiently processed and disseminated to regional Information Fusion Centers (IFCs), such as IFC (IOR), RMIFC, IFC-Singapore, and RCOC, improving situational awareness and enhancing maritime security in key regions.
These changes aim to improve the effectiveness of maritime security information sharing and enhance the overall safety and security of maritime operations.
Voluntary Reporting Area
All reporting centers will utilize the VRA (Vulnerability Risk Assessment) as depicted on UKHO Chart Q6099, with the administrative notes on this chart undergoing an update.
Incident and Report Forms have been streamlined and standardized across all regional reporting centers. Mariners are encouraged to report to either UKMTO or MSCIO, with both options recommended. However, constraints based on national and commercial requirements will be respected.
To facilitate information exchange, initial reports will be shared between UKMTO and MSCIO unless specific constraints exist. In the event of an incident, UKMTO will serve as the primary point of contact and central information exchange, ensuring rapid and effective response and support.
